Alright, I threw out a revised post for the most part. That link sounds good. Although still barebones for the most part. I'll try and consolidate the posts with what I got into the bullet points for the "commons". (just to repeat)
For something that is more personal, I'll add in the section "Animator's Experience" as a series of links to the respective posts in the final version.

Bare bones, as you've said, but it's a great start to polish to perfection. I really like how it looks too~
And once it's all super pretty, I'm tempted to say screw making a new thread and just keep this one as a sticky for discussion as well. First/main post just condenses/organizes all of the information given is all.
I like the animators' experiences idea, as not every animator is the same. I referenced a lot of people who talked about FBF more than tweening (tweening has a seemingly bad rep for being the "easy way out", but it's only because it's not always done well; there are animators out there who can make tweening look really good) and some folks work at different rates than others (though it is universal that it takes time to animate).

Animators, don't be shy on giving in your input on the WHY and HOWs. Also tell me if you want to be linked in the Animator's Experience section.

THERE IS A FREEWARE FLASH VIDEO MAKER.
It's the currently in beta Ajax Animator, and one I'm still looking into (looks like this thing cannot import audio). I'm also looking into OpenOffice Draw. I'm basically looking into any freeware or GNU-licensed drawing programs that can output .SWF, which are compiled published flash files playable on browsers. I might create another thread if what I find proves worthwhile.
I'm an animator, my suggestion to you. You might want to post over on http://www.lostmarble.com/forum/ This is a great place to start looking for animators, its basically a site for Anime Studio 6 users. The key here is that this is a program that is accessible to basically the general public, so there are alot of animators to run your project by.

It all depends. If it's a really great script that the animator takes a liking to, then there's a chance that he/she will help out with the animation. If it's a flash short then that's even better as it wouldn't take alot of time to finish.

Hello there... I don't know if this topic is still active, but a friend of mine gave me the link. I, and my friend, are both animators (technically, animators/modelers, but...), and because we have a project that might soon require a VA, he pointed me to this forum, and now this thread. If I can help, I will try.
The mentions of animation taking time is very correct. We are making great progress with a ca. 2-minute short. "Great progress" means that after two months of on and off efforts, it actually looks like a work-in-progress. One aspect, however, is to enhance our productivity with some programming and thus cut down the time. We have a few more daring projects on the horizon.
I would greatly suggest this forum and the forum at BlenderArtists.org start talking to each other. We have tons of talented animators, and while many have their own ideas, many also love working with others' ideas, and cross-seeding is no myth! We work with Blender, an advanced open source 3D studio. Projects are 3D ('CGI') animation, although a few traditional 2D projects find their way in over there. Some animators are up for hiring, though solicitation is not common on that board. I have seen wages as low as $5/hour, but mostly around 15 or 20, and 1 hour = 1 second animation is not completely off the mark, though it varies, sometimes greatly.
There are also Moviestorm, iClone and the like for some quicker results, but I am not close with those forums.
Anyway, I hope we can start some connections with this, I would love to see projects and ideas cross over. You can easily contact me on the BlenderArtists.org forum, where my name is (also) Pipeline. I also run state-of-flux.org, although it is more centered around our current "Ninja Deliveries ad" project than around being a community site.

So what if I have a really ambitious idea for something but I can't animate or draw worth a damn? (I can't really at all really)
I can do voice acting sure but for it to come to fruition it would need probably several different animators working together somehow, otherwise it would take forever and wouldn't even be worth it to those working on it.
I suppose there's the option of offering pay which may attract some of the best talent and would give them incentive to work together on something but still there's the conflict of not being in the same room together working on it...

All I can say is advertise yourself, have a kickass script, be confident about it. There are people out there who will animate for you, for a price or none. At least check out Newgrounds, and also, don't expect to pick up a super awesome animator, since more than likely s/he is more involved in their own projects.

So you're saying that good/great animators never do anything other than flash projects? And ones of their own at that?

It's just one of the many options, and Newgrounds is a community I'm most familiar with. In my experience here, the majority of projects proposed here were either ignored or told that they were better off proposed somewhere else. There are some helpful links and posts here that could lead you to someone helping you out. (Obviously results will vary)
I guess it's also better that I tell you all my experiences with people who sought artists.
One of them was in 2008 after I released a superhero flash (specially it's like Power Rangers), one of the VAs, who happens to a fan of series, wanted me to help him animate his project. Similar interest and myself wanting another collaboration, I accepted. But what he wanted way way above what I can so (My preferred genre is a slow drama/comedy, what he wanted was a fast action/adventure.) complete with opening sequence, and god knows how many episodes. As you can imagine, the collaboration crashed real fast, and never spoke with him again, also kinda dread talking with him again to reprise the role if I make a continuation, because of what happened.
Next was a more successful one, but it ultimately ended, with a different reason. Actually from this very forum. He managed to get a good number of animators and writers and was given a basic premise and gave them (including me) the freedom to do what we want. The project evolved over the course of a year or two, with a rough map of the setting and a timeline of the events, but it ultimately was shelved, because of finances. I'm still good friends with him.
Enough with the failures, I did have two successes. One of them, was here (again), and factoring in the last year college, it took me about six months. The other one was for my sister's friend, and it was done in a different style and it's set to be released in the near future. Nothing much to say actually, nothing really notable.
